Twinning is an instrument for the cooperation between Public Administrations of EU Member States (MS) and of beneficiary countries, in this case Kosovo. In the IPA (Instrument for Pre-Accession Assistance) region, Twinning aims to provide support for the transposition, implementation and enforcement of the EU legislation and, in this respect, it is going to be support to the Ministry of Education, Science and Technology, specifically “Support Implementation of Kosovo Education Strategic Plan 2011-2016”.

Two Project Leaders, one on behalf of the Member State, Finland, leading the project, Mr. Sampo Suihko, the other of the beneficiary country, Kosovo, Mr. Ferit Idrizi, and our Resident Twinning Adviser (RTA) Mrs. Kirsi Lindroos are the backbone of the project. The RTA coordinates the project and is seconded from the lead MS to the beneficiary country for the whole project duration.

The EU Twinning Project started in Kosovo March 23rd 2014 and it will last for 34 months and will be implemented in joined consortium from the Finnish government, The Joint Authority of Omnia and the Austrian government, from KulturKontakt Austria. The project team will closely cooperate with MEST, MEDs, schools, as well as with other authorities and organizations relevant for the Kosovo education field, whose involvement is necessary for the success of the project.
